RE: AB 2680 (Adams) – REQUEST FOR SIGNATURE
Dear Governor Schwarzenegger:
On behalf of the San Bernardino County Board of Supervisors, I respectfully request your signature to AB 2680. This bill will authorize the State Controller to discharge the Department of Water Resources (DWR) from accountability for collection of a 1980 loan issued to the to the now-defunct Arrowhead Manor Water Company (AMWC) under the California Safe Drinking Water Bond Law of 1976.
Per the agreement reached with the Departments of Finance and Water Resources, San Bernardino County will acquire the water system improvements to which were financed by the loan and will pay the State to complete the agreed upon satisfaction of the principle amount of that loan, on or before January 30, 2009.
As you know, the “Old Fire” of October 2003 ravaged the San Bernardino Mountains and almost completely destroyed the unincorporated community of Cedar Glen near Lake Arrowhead. The fire destroyed 324 structures in that community, over 75% of the total number of homes at the time, and damaged a number of others. Only a few homes have been rebuilt since.
The County of San Bernardino has worked with residents to rebuild their community in a responsible way. The Board of Supervisors created a disaster recovery redevelopment project area encompassing Cedar Glen and overlaid the area with a County Service Area (CSA) improvement zone. The CSA provides the framework to rebuild and maintain the road system, provide better ingress/egress to the community for safety purposes, and to acquire/upgrade the antiquated and financially distressed water company that served the area: the Arrowhead Manor Water Company (AMWC). To date, the County has committed up to $16 million in county, redevelopment, and grant funding to rebuild the community.
Cedar Glen residents have waited for more than four years to rebuild their homes and their community. AB 2680 will allow rebuilding to proceed and will enable the County to provide essential water services to residents. For these reasons, the Board of Supervisors of San Bernardino County thereby respectfully requests your signature. The Board thanks you for your attention in this matter.

For personal reasons, it's been a long time since I visited these boards. WOW, I've missed A LOT!!

I actually came back for selfish reasons (looking for free dirt, free doors, free ...) and THEN saw your post.

Though in 2 seconds I'm off to several doctors' appointments, I absolutely WILL be writing our beloved (?) governor when I get back!

I am so very grateful you're a part of this community, Carol! Posting information such as this (AB 2860 [Adams]) is so important. I hope EVERY home and land owner in Cedar Glen writes the Gov, as well; it means so VERY much to us all here.

Truly, Carol, I can't thank you enough for your time and involvement for and in our community, your posts here, AND for being such a significantly helpful citizen.
